Response to Navy IG Report. We have taken the lead and have developed an action plan addressing recommendations in the Navy’s IG report to SECNAV on, “Caring for Navy Reserve Wounded Warriors,” including a number of initiatives, such as our MEDHOLD at the RCCs in San Diego and Norfolk already FOC. Our working group comprised of PER 95/MEDHOLD, N12 Comprehensive Casualty Care, BUMED, and Safe Harbor will coordinate and work closely on the remaining initiatives to maximize Sailor Resilience and expedite recovery. Additionally, we will be reaching out at the Senior leader level to make direct contact with every RC member currently on MEDHOLD status (189 as of this week) via town hall meetings, teleconferences, and formal letters to emphasize our commitment to their recovery and reintegration - these Sailors deserve and will receive our continued attention.
Bagram Theater Internment Facility (BTIF) RWW. Planning is progressing smoothly for the January 2009 Returning Warrior Workshop (RWW) which will serve the Bagram Detainee Operations Battalion and their spouses or other family members. The NRSW RCC Psychological Outreach Coordinators have begun contacting Battalion Sailors to personally invite them to the event to be held at the Town & Country Resort, San Diego (near Old Town, Mission Bay, Fashion Mall, etc). USFF is committed to providing travel funds for AC Sailors, and funding is in place for RC Sailors. Thus far the response has been very positive.
Capitol Hill Engagement. CNR and OPNAV N13 briefed Senate Armed Services Committee (SASC) and House Armed Services Committee (HASC) Professional Staff Members (PSMs) on 4 and 5 December regarding the Navy's decision to decouple RC Officer promotion planning from the Running Mate System. During the SASC PSM brief, much of the discussion focused on issues related to the Navy IG Report on Caring for Reserve Wounded Warriors. We expect to brief the PSMs in the next two weeks regarding our actions in response to this report.
Psychological Health Outreach. During November, the Navy Reserve Psychological Health Outreach Coordinators and Team members provided critical Operational Stress Control (OSC) Awareness briefings to 649 RC service members and NOSC staff (including 15 Spouses of IAs) during 12 NOSC site visits. In addition, OSC awareness was provided to an additional 403 attendees at the three Returning Warrior Workshops held in November.
HSC-85 Naval Air Ambulance Detachment (NAAD), Kuwait. HSC-85 has provided air ambulance support for over 500 patients since Apr 2008. Most patients are U.S. service members, however they make no distinction between U.S. civilians, foreign nationals, or enemy prisoners of war. Their primary AOR is Kuwait and Southern Iraq, and they currently serve with RC pilots, aircraft maintainers, and corpsmen for rotational sourcing from the 2515th deployment in Kuwait.
Operational Support Summary. 18,182 Navy Reservists are providing integrated Operational Support to the Fleet and COCOMs, including 5,419 individuals who are mobilized or deployed and 18 RC Flag Officers who are on active duty.
RC Medical Readiness. For both SELRES and FTS, 81.2% Fully Medically Ready (down from 82.5%) and 7.8% Partially Medically Ready for mobilization (total 89.0%, down from 89.9% last week).
